I agree completely with the advice that Lord Heseltine has given to the chancellor. As he said on todays (20 Nov 2011) politics show there is a need for much more urgency in the governments approach. The lack of urgency is not in the intention, the government have announced many programs but how many of them are actually being delivered. It would seem that many are still in the planning stage and yet when it comes to cuts the response is more or less immediate.
The problem is that government operates by committee and decisions have to be fed through a series of hoops prior to implementation. When it goes come to implementation new staff or new arrangements with existing agencies have to made all of which creates delay.
